The Virtual Michigan Appellate Assigned Counsel System Orientation with Jacqueline Ouvry

Jacqueline Ouvry is an Assistant Defender at the State Appellate Defender Office. Ms. Ouvry worked in SADO’s plea unit for seven years where she sought post-conviction relief in trial courts and through appeals by leave. Among hundreds of cases, two highlights involve: 1) successfully challenging violations of due process in the Michigan Supreme Court involving the erroneous application of lifetime electronic monitoring statutes; and 2) serving as co-counsel in a Michigan Supreme Court challenge to the constitutionality of court costs assessed against defendants. She served as staff attorney on federally funded grant projects involving social workers at sentencing, mitigation, and reentry work. This work resulted in many individuals receiving community rather than prison sentences. She now defends juveniles sentenced to serve life without the possibility of parole and prisoners who face a prosecutor appeal of the grant of parole.

Ms. Ouvry previously worked as a victim’s advocate which provided skills in empathetic listening, trauma informed care, and client-center decision making that central to her law practice. Ms. Ouvry currently teaches a plea appellate clinic at Wayne State University Law School and previously taught at Detroit Mercy Law School. She is a regular trainer for defender organizations and at state bar events on topics such as re-entry, mitigation, sentencing advocacy, allocution and plea appeals. Ms. Ouvry is a past chair of the SBM Prisons and Corrections Section, which involved testifying before the Legislature on pending parole legislation and leading a two-year project to produce a themed-issue of the state bar journal on the topic of mass incarceration. She served on that Section’s Council from 2012-2018. She serves her community as a Governor’s appointee on the Protect Michigan Commission and as a Board Member of the Youth Justice Fund. When not involved in legal matters, Ms. Ouvry can be found gardening, experimenting in the kitchen, and generally chasing her four kids and beloved husband wherever they may go.
